Health Information Exchange Committee

The Health Information Exchange Committee advises leadership and the Ohio Health Information Partnership's Board of Directors on the oversight and strategic direction of Ohio's statewide health information exchange. In the past year, the committee is responsible for the State HIE Plan, which was approved by the federal Office of the National Coordinator of Health Information Technology in January 2011, releasing $14.3 million in funding for the exchange. This work now places Ohio in a leadership role to create the state's first exchange, a huge step toward health reform, improved care and better health for Ohioans.
Vision
- Create a secure, sustainable health information exchange across the state.
- Guarantee the protection of all patient records.
- Enable physicians and healthcare professionals access to necessary, patient-authorized health information.
- Improve the overall level of health care provided across Ohio.
Objectives:

Promote Ohio healthcare professionals' ability to meaningfully use electronic health records so improvement occurs in the quality of healthcare delivery in Ohio

Provide a financially sustainable health information exchange that is not reliant on long-term public or grant support

Provide a technical architecture that ensures the private and secure exchange of health information with regional health information organizations, exchanges located in other states, and different electronic health systems throughout the state, using federally-endorsed standards and integration protocols

Develop a governance structure that is fair and efficient for all stakeholder groups throughout Ohio

Harmonize Ohio laws and regulations about the exchange of health information with national standards and requirements

Provide de-identified and aggregate clinical health data in an administratively efficient manner to address population health issues in Ohio
