Andrea Perry

Community Outreach Director, Privacy Officer

Andrea was one of the first employees hired by the Ohio Health Information Partnership in 2010, and has filled several roles since that time, giving her a breadth of experience in how to build a successful HIE and knowledge of the HIE industry.

One of her first responsibilities working for the Partnership was to lead our Privacy and Policy Committee composed of stakeholders across the state with the goal to develop guiding principles and the ultimate policy for the CliniSync HIE. This work took place prior to selecting a technology vendor. Andrea has continued to manage the development and refinement of policies as the Partnership has brought more than 140 hospitals and 4,000 physicians on board to the HIE. The Partnership has now begun to connect with other States and the VA through our participation in the eHealth Exchange.

For almost two years she oversaw the team who worked directly with physicians to onboard them to the HIE. This gave her insight into the needs and role that a successful HIE can play in the coordination of care for patients in Ohio. Her role shifted from direct employee management to policy and ambulatory vendor relationship management in 2013.

Andrea has worked closely with the EHR vendor community negotiating technical scopes, pricing, standard implementations, and issue resolution on behalf of the physician community in Ohio. She created the CliniSync Connection program that aims to create as much standardization as possible for an EHR vendor connecting to our HIE. She continues to work with the vendor community to create meaningful HIE connections for the Ohio physician community.

In addition to this, Andrea currently works with the Partnership’s legal counsel on a daily basis as part of the Partnership’s executive leadership on contracts and agreements as our HIE continues to expand further into the medical community, now targeting long-term and post-acute care facilities as well as social service agencies. She continues to oversee the development of policies and procedures that govern the operations of CliniSync as the number of participants in the HIE continues to grow. She is also the Partnership’s HIPAA Privacy Officer.

Andrea has a background in Public Administration and previous experience of project management, strategic planning, community outreach and policy analysis working for a progressive local government in Florida, Sarasota County Government. Andrea holds a B.S. in business administration from Erskine College and an M.A.in public administration from the College of Charleston. She is excited to have the opportunity to be part of the groundbreaking work the Ohio Health Information Partnership has undertaken to improve the quality and streamline the coordination of the care of patients in Ohio.
